Parish Accounting Items as per Liphook Herald Report
- Marion (8th May 2013 - 17:06:34)
These are the items I have found which seem to cover the amounts referred to in the Herald report
10 Dec 2011 Hedleys Solicitors 2,291.25
10 Nov 2011 Thompsons 411.25
26 Nov 2011 A Groves 8,500
Mar 2012 SW19 Lawyers 4,585
May 2012 SW 19 Lawyers 4,368
Jun 2012 SW19 Lawyers 2,280
Aug 2012 SW19 Lawyers 9,048
Total 31,483.50
Unfortunately it is not easy to see from the accounts what payments were for in the past but now they are being itemised.
Has anybody else found any other relevant payments to add to this total ?

I think the audit the Herald were talking about was one which was the year up to 31st March 2013 so I assume 1st April to 31st March 2013. Some of your figures don't match that time. What is needed is for councillors to give us the answers. Only then will there be any clarity and transparency over what councillors have spent between £31,000 and £80,000 of taxpayers money on.

As far as I could see there was nothing in the published accounts from August 2012 to Mar 2013 that seemed related - have you checked them all ?

What we need is for our council to answer questions coming from the article in the Herald about the auditor's report. What makes up the £31,000 spent by councillors and the reasons, who are the third parties, what was the total of the money spent which could be as much as £80,0000. The council hold the answers not the public and I suggested on another thread that the council should publish the answers on their website for all to see. A clear written statement with the details would clear up the matter and as many others have said, what have they got to hide.

If you want your questions answered then go along to the Finance Meeting on Wednesday 15th at 7.30pm in the Haskell centre and ask. There is an item on working partry for the insurance recovery.

There is no agenda on the Council website. Where and when did you see it.

Thank you. It was not on the website last evening so it must have gone on today. It is funny that as soon as these things are mentioned there is a reaction and agenda suddenly appears on the council website. I notice that they are going to discuss things in secret behind closed doors again what a surprise.

Kat's message above is very misleading. This meeting Is open to the public as usual and the public session includes a report from the Costs Recovery Working Party and an agenda item on the 2012/13 Accounts.
The closed session is to discuss any staff matters, and I'm sure anyone who is employed will appreciate that matters such as this are confidential.

Councillor Ives
Sorry but I disagree. My post is completely accurate. As put on the agenda members of the public and press are unable to attend your discussions on the minutes of meetings when there has only actually been one meeting not meetings on 5th March and the matters arising from those meetings as well. Those things are being discussed behind closed doors in secret from the public.

If you went into work one day and found out that the matter of your illness, or your holiday request, or your maternity/paternity leave request, pay rise, job transfer, (or anything else that you would expect to be between you and your personnel file) had been discussed openly infront of passers by in the street and all your work colleagues – how would you feel about that? Would you consider that to be acceptable working practice?

As stated above, the public will be able to attend the session where the Costs Recovery Working Party will be providing a report, and the 2012/13 Accounts are considered.
If in doubt please check the agenda, link below

The excluded session is always on the agenda where there are minutes from previous excluded sessions that need to be agreed or where there are still matters to discuss. As Dawn and I have both explained there are confidential staff issues that cannot and should not be raised in a public setting.
My understanding, from your posts Kat, is that you want to know more about the working party set up to recover costs relating to the former clerk (the £31k). This is being covered in a public session and, if you look at the agenda, you will see that members of the public are permitted to ask questions relating to items on (and not on) the agenda. If you choose to attend the meeting you can ask questions and you can also listen to the report and any related discussion. If you choose not to attend the meeting then I'm afraid no parish councillor is able to answer your questions in an official capacity via this forum as that would be unprofessional.
