Electricity cuts

Has anyone ever tried to discover why Liphhook suffers so many interruptions to its electricity supply? I've tried several times to get through to Southern Electricity and ask them why we seem to suffer intermittent cuts - sometimes quite long. No success yet.
Over the past 8 years, I've noticed that we seem to suffer cuts a day or so after heavy rain. Sometimes it's one side of the village, sometimes another and just occasionally the whole village.
