Annual report - Clr Ferris Cowper

ANNUALREPORT TO BRAMSHOTT AND LIPHOOK PARISH COUNCIL FROM COUNTY COUNCILLOR FERRIS COWPER
25th March 2013

1. Introduction

This is my first written Annual Report to Bramshott and Liphook Parish Council. Last year my report was verbal. There are two sections in this short report; a resume of my main activity during 2012-13 and thoughts for the coming year.

2. A Resume of 2012-13

Highways.

The main workload is always Highway matters. I have forged an excellent working relationship with all relevant Highway engineers, managers and directors. Main projects I worked on in the year were;

  • A3 Noise with Damian Hinds MP.
  • Parking and traffic management at Liphook Junior and Infants School.
  • Traffic calming for the Bramshott Lanes.
  • The failed resurfacing work in the village centre.
  • School footway in Hammer Lane, Bramshott to Woolmer Hill School.
  • A333 Portsmouth Road South, Bramshott lack of lines and lights.
  • A3 southbound off ramp, lack of lines and lights.
  • A3 signs to Haslemere, (added to the POPE project).
  • Legalising the village centre 20 mph limit.
  • Tidy up signage for Liphook in Bloom.
  • Speed limit assessments for Hewshott Lane, Sandy Lane, Hammer Lane and Haslemere Road.
  • Recommended Speedwatch.
  • Assisted with specific snow clearing requests during the worst part of the winter.

    Education

  • Established working relationships with HeadTeachers and Governors at Bohunt School and Liphook Infant and Junior School.
  • Re-established dialogue between Bohunt School and HCC Children’s Services.
  • Commenced work on Developers’ Contributions for local schools from the proposed Lowsley Farm development.

    Buses

  • Saved the 18’bus.
  • Working on route extension to 59 ‘bus.
  • Working on route extension to Waverley Hoppa.


    Broadband

  • Lead Councillor for the HCC Broadband project, contract now awarded to BT.

    Health

  • Opposed the closure of The Chase Hospital in the interests of Liphook residents.

    3. Thoughts for 2013/14

    I think the biggest challenge is to deal with the complex interactions caused by the growth of the parish. The growth seems to begin with housing and the large number of new developments recently completed or planned.

    I see my main challenges over the next year to;

  • Contribute to the debate about the level of housing that Bramshott and Liphook can take and the extent to which the parish is “full”. In particular to work with the Parish Council and other local groups to understand the constraints of infrastructure such as drainage.

  • Work on a car parking strategy that minimises inconvenience to residents whilst trying to meet the growing needs of the parish. The current piecemeal approach is causing uncontrolled “displacement”.

  • Try to ensure there will be adequate schooling in place for all local children at infant, junior and senior school levels.

  • Work on all short and long term highway projects to match the needs of the community with the provision of roads, footpaths, byways and bridleways.

  • Contribute to the provision of adequate public transport allowing for the increasing numbers of elderly in the parish.

  • Help with the provision of arts and recreation facilities through grants or more direct County Council action when needed

  • Work with the Parish Council and parish planning team on these strategic matters.
