Cycling on Bramshott Common

Does anyone know whether this is legal and are there any restrictions as to where you can cycle.
The reason I ask is some bloke accosted me this morning and said it was all off limits. My understanding was it only became off limits if the MOD said it was so when they needed it. The bye laws seem to imply that you can use the whole common for purposes of recreation.
Does anyone know the correct position? Thanks

Thanks for the update. At least I have a name I can ask a question of, as I was on a roadway at the time (albeit unmetalled). The impression I get is that MOD are inclined to ignore it, as long as they are not liable, but it seems that local "servants" feel otherwise
