Spooky sights on Longmoor Rd

Anyone else noticed some spooky sights, particularly at night, down Longmoor Road at the junction with the Avenue?
What's all that about?
A trick-or-treater deterrent I guess.

OK, another clue, look for the flashing strobe light, but don't hang around too long.
