Litter - Haslemere road

Hi, anyone know who is responsible for maintaining the Haslemere Road (B2131)? There’s an increasing amount of litter which is really unsightly. I would go out and tackle it myself but it’s very dangerous due to lack of pavement so I’m reluctant to do so.
