Waterside golden labrador

Does anyone know the owners of Waterside well enough to suggest to them that they keep their golden labrador more confined?. He appears to be left to wander completely freely all day and follows walkers persistently along the bridle way and right through the lanes into Passfield. I last saw him today just wandering in the middle of the lane by the bridge. He has no collar/tag and I'm worried that he is going to cause an accident.
