Hum/low frequency vibration

Hello,
Sorry to bring this up again as I know there was a thread about the hum sometime last year. We live in Milland and hadn’t heard it in a while and then last night it was really intense — we all had headaches and a sort of vibration noise/feeling in our heads. I’d asked if someone left a fan on but no.
Anyone else in Milland get it too? It must be the same noise, but what on earth is it? I find it very disconcerting, it’s always at night around 11pm-2am.

A bit far away but Liphook train station is building a new bridge and working at night! Just a thought.
