Dangerous behaviour from a family on bikes

I am aware that should the people concerned in this post read this, it might cause some anger, which is unfortunate, but I cannot stay silent about the sight that met me on the road at Passfield today at 12.30. On bikes, were a Mum, two children and at the rear, the Father, who had a smallish black dog, possibly a pup, 'spanielish' in breed. The dog was straining on a lead on the side of the passing traffic, not even on the inside by the verge!! Poor dog looked terrified, and I really couldn't get over the stupidity of the man who was cycling with the poor dog. Possible scenarios that spring to mind :

>Dog is killed by a passing car.

>Dog causes man to unbalance and pulls him under a car.

>Two young children are caught up in the whole thing and are hurt or killed.

>Motorist is then in trouble for a situation that will have been caused by the irresponsible and stupid behaviour of the cyclist.

If I could have stopped safely, I would have challenged them, but I couldn't.

If I could report them to the police and the RSPCA I would do so, but I really cannot give anymore information for them to take action.

I found this so disturbing, and to be honest, my concerns are for the innocent pup and kids.

If you know this family, please try to reason with them.

The whole thing is a disaster waiting to happen.
