Hungry Horse car parking charges.

I was in the Hungry Horse a couple of days ago having a meal and remembered a friend of mine had warned me that there were car parking checks and CCTV running now. So as my meal arrived asked the staff about it and was told that there is an iPad on the bar where you have to type your car registration number.

None of the staff had warned me of this when I placed the order and when I pointed out that they should be warning people they said that they do when they remember.......

After the meal I looked at the signs in the car park which look like they have been there for years and are minimal.

Considering it's stuck on the bar, pretty obvious to see and has the instruction 'PLEASE ENTER YOU REGISTRATION NUMBER' in block capitals it's pretty hard to miss

Unless you're deliberately trying to stir the pot and get the usual moaners to jump up and start slagging off the Anchor - again.

Time to change the record isn't it?

I would be more inclined to criticise The Anchor for its poor hygiene than its aggressive (and well advertised) parking policy. The place is just so dirty! Love the fake tripadvisor reviews as well!!!

Is there not a free E.H.D.C. car parking at the far end of area for upto 4 hours?

The short answer Paul to your question is no it is an urban myth invented by residents who previously parked their vehicles there vans etc they could not fit on driveways. If it were EHDC they would have put a sign there saying so.

Hi Joe,
There is clear EHDC signage at the area from the council, allowing free parking for customers to visit, and shop local businesses.

If this is the case why haven’t our local council informed our community someone needs to sort this out. I do remember that it was talked about when the old annex came down and the council were asked about a proper car park with toilets.

I will have a look but it may well not be current and they have not removed the signage the pub will know.

Joe if there is a sign why would it still not be in force. Seems a bit funny . EHDC don’t just stop having a car park.

I think that on the EHDC website there is a list of all their car parks and I believe that last time I looked it said there was the Midhurst Rd the few spaces near Alliance and that’s it.

Paul just walked round the Anchor car park can’t see any EHDC sign . Only the big signs telling customers to register their no plates or face a £100 fine . Could you tell me where the sign is please.

Hi Resident,
You are correct the EHDC signage is no longer there, and all the car parking is controlled by the Royal Anchor, with £100 fines for abuse.

I have requested under the freedom of information act, to the council, when was a part of the carpark relinquished?
There are now only two areas of free-parking left, Midhurst road carpark, and Station road area.

It was useful for residents and visitors, supporting local enterprise.
I personally used it when visiting Rockefeller the Barbers.
There was EHDC signage then, but no more.

Thanks Paul yes we are VERY short of car parks when you think of other places. Even a pay and display would help. I think there are still some spaces in Haslemere road.

I don't use this car park, so no skin in this game, but presumably the signs say that parking is only for patrons of the pub and unauthorised parking will result in a £100 charge (important to note this is a charge, not a fine or penalty)? This is important means the charge is only an invoice.

Most parking signs at shopping centres, etc... will either clearly state the rates for parking (e.g pay and display) or will say 2 free hours after this you will receive a charge of £100. In both instances there is offer (the parking rates or 2 hours free parking then a charge) and acceptance (e.g paying at the ticket machine, or parking agreeing to the terms) this means a contract is formed and so most judges would side with the parking enforcement company (ignoring other technicalities that can get you off) if you didn't pay.

The type of sign that says "Permit holders only" or "customers only" etc... does not make an offer, therefore there is nothing to accept and no contract is entered into. If correctly taken through appeals with POPLA or in front of a judge at county court you have a reasonable chance of avoiding the charge. As with all things, you are always at the mercy of the judge getting out the wrong side of the bed, so nothing is guaranteed.

Just thought Ian if you saw a sign that means at some time there was an agreement with the Anchor for parking. So why has this stopped EHDC must have records. There seems to be many local people that remember it .

DL you are right, a contract requires offer and acceptance. In this instance the offer is that of parking, the terms set out in the sign and the acceptance is also that of parking, thereby availing oneself of the service, having said that as these are unauthorised parking penalties the cost which is a penalty will be set out in the contract which should be prominently enough posted for the motorist to notice, then if worded lawfully the penalty is enforceable, whether the motorist read it or not especially if the operator is registered, so the unwary motorist is better off just complying and entering their reg in the pub if they are a patron or else parking somewhere else!

It has been established as I previously stated there is no EHDC sign. Ian does not say he has seen a sign. I think that it just may be that as everyone did park there in the past, the assumption was that it was ok to park there but it seems illogical the local authority would own a corner of Greene King's car park.

I very vaguely recall that when we first moved to Liphook in the 1980s, the part of the car park that runs alongside Longmoor Road was available for public parking. I used to park there sometimes when going to the hairdresser in the square.

It will be interesting to see what the freedom of information request reveals.

Sorry Joe I said Ian instead of Paul he said in his second post there was a sign when he used to go to the hairdresser so at some point parking was allowed. I think at some point our local council were involved when the annex was demolished. It seems such a pity that green king can’t work with the community on this because it would help their image. Most of the time that part of the car park is empty so it wouldn’t case a problem. If Paul is correct then there must be some records somewhere council or green king . If EHDC put up a sign then it was a legitimate park .

ER what offer do you see here? The sign forbids parking unless you are a customer. The sign does not offer non customers any terms for parking. Whilst you may not be complying with the landowners (or leaseholders) wishes, that would be a matter of trespass in which case they would have to take you to court for any losses incurred, which would likely be none, they can't just send you a charge in the post.

Also it is most certainly not a penalty, it is a charge. I know that sounds like petty semantics, but these things are important when discussing legal matters.

The signage is slightly different, but the principle is the same in that parking is prohibited and not offered and therefore no contract is formed.

That said I do agree it's easier just to use other parking facilities.

Regardless of the legal rights and wrongs in this case, most pubs want to be a vibrant, friendly and welcoming part of their community and the Anchor's parking policy has clearly rubbed Liphook up the wrong way. The car park was very rarely full and I suspect the pub didn't lose any business because of local shopper and school run use. Its telling how consistently VERY empty it is now though!!! You don't see The Dears Hut banning walkers on Weavers parking in their car park!!!! A proper community pub! (albeit a bit expensive to eat in, but lovely nevertherless)

Yes Dave you are quite right it’s all about being part of a community welcoming local people yes I know you have to make a profit but the more you put in to the local community the more you get out. Let’s hope green king takes a look at it .

Getting back to the original point ....

There is one tablet thing on the bar. If you're not looking for it it's easy to miss. Plus people stand at a bar. So I have every sympathy for the original poster. Maybe a notice on the door would help.

On the plus side it's stopped that guy (being polite here) in the blue Mondeo parking on the double yellow lines at the bus stop end.
