Does anyone have any idea what the camera is for, high up on the lampost outside Radford Park, saw it being put up on last Friday. points towards the village. Are Hampshire Highways surveying traffic flow.?

I believe the Parish Council have agreed to install new Speedwatch cameras on some roads.
Extract from the published Parish Council minutes from December:

23.270 AutoSpeedWatch cameras:
It was RESOLVED to delegate authority to the Speedwatch team, in
conjunction with the Clerk, to select locations for the new cameras. It was additionally agreed that the one remaining SLR would be kept in use and mobile Speedwatch would continue to operate.
New volunteers are needed and this opportunity should be promoted.
Proposed: Cllr Kirby. Seconded: Cllr Rowson.

Possibly one of those?

From the Alton Herald:

East Hampshire District Council has pledged to buy 20 sets of Speedwatch cameras for use in some of the district’s worst high-speed hotspots.

Parish councils applied for the cameras, which will be installed and run in conjunction with existing Community Speedwatch schemes. The first five sets of three cameras have been delivered to Bramshott & Liphook Parish Council, Farringdon Parish Council, Froyle Parish Council, Ropley Parish Council and Worldham Parish Council.

The project was driven by East Hampshire cabinet member Cllr Tony Costigan. He said: “It’s very exciting to see this scheme get rolling. We have worked hard to buy the cameras and make them available to parish councils to use.

“It is clear that speeding in our towns and villages is a real issue that affects the lives of a lot of our residents.”

I thought these speedwatch killjoys just took your reg number if you were doing 32 in a 30 zone and you got a silly letter in the post asking you to slow down, no fine involved.
Of course if you went really fast they didn't have time to write down your reg number. But I don't encourage this type of behaviour.

At times the Banger boys are doing 60mph plus into and from the 30 zone. Hence the camera.

@Adrian - and so they should, as the National Speed Limit applies right to the 30mph zone. Not saying it's okay to be above that, but it's the NSL from the 30mph zone and up to it.

Law Abiding Motorist-what absolute b*********. You get a fine if you drive too fast. If you don't want to be fined, keep to the speed limit. As to driving at 60 right up to a 30 limit, again, b*********. You need to slow down so that you enter a 30 limit at 30.

Just to confirm, this camera is not anything to do with the Parish Council and we are trying to establish who it belongs to and what it is for.

We have obtained Auto Speedwatch Cameras for the Parish which will be deployed over the coming weeks and months.

Oooh Passfield Resident, what anger and vitriol! As I clearly said, there are NSL and 30mph speed limits in place at various points on that stretch of road. Drivers are entitled to drive at the correct speeds at those places. I said that didn't mean they could speed.

There is another camera installed on the Longmoor Road, by the roundabout pointed up the hill towards the village centre.

The installation was by a company called "Centroconect". I do not know for whom they were working.

Let me put it in simple terms so you can understand.
‘Into’ means they are going from a 60mph zone still doing 60mph (or well above the 30mph speed limit ) into ( in) a 30mph zone.
‘From’ means they are doing 60mph ( or well above the speed limit) while in a 30mph zone before going into the 60mph zone.
You are saying this is acceptable doing 60mph ( or well above to 30mph speed limit) while in a 30mph zone?
Maybe don’t answer that mate :) given embarrassingly I have just had to explain something my 8 year old could understand :)
Pipe up all the Wokes to defend :) .

Spotted another one on Haslemere Road leaving the village by Devils Lane, they have us hemmed in, now no one can enter or leave without them knowing!

Well whether it's Big Brother, Speed Watch or traffic monitoring I'm not particularly worried but would be nice to know.
I wonder if it's yet another traffic monitoring scheme to do with congestion in The Square and the housing schemes (large and small) being proposed around the village.
If the Parish Council have put feelers out then hopefully they will let all us nosey parkers know?

It's also NSL (ie 60mph) right through Bramshott and all the surrounding sunken lanes, most of which are barely wide enough for a single car, let alone two.

That doesn't mean it's OK to do 60 or even 30 in these lanes, although many drivers using it as a rat-run seem to do so.

I recently had a youngish man tailgating me at between 20 and 30 along Tunbridge Lane - at the church he pulled alongside me and gave me his foul-mouthed opinion of my slow driving. He was looking for a confrontation but he didn't get one.

Agree with C. People complain about anti-social behaviour, drug dealing and County Lines, speeding, littering, fly-tipping etc etc. Keep within the speed limit and behave yourself and no one has anything to worry about.

Have you been able to find our what all the cameras on every arterial road into the village are for, and who put them up?

Hampshire County Council have confirmed that Bramshott & Liphook Parish Council have erected the camera as part of their research to find out where the best places are for a Speed Camera to be sited.

Thanks for that Penny. Where did you get your information from as on18th Mar 2024 at 12:38:34 BLPC stated the camera/cameras were nothing to do with them, and they would find out who put them up.
Haven't heard back from them since on here.

London Road end past Tower Rd. is certainly a prime spot locally for speeding and very loud banger exhausts. Lived here for 20 years it currently the worst it’s ever been.

M Having read your post I contacted B&LPC direct and yes they are stating that the camera has not been installed by them.

They have contacted the police to find out if it is a police surveillance camera and are waiting to hear back. I asked the very helpful lady at B&LPC to please contact HCC and ask them stop referring callers to them as this is spreading misinformation.

In my opinion if this is a surveillance camera installed by the police then I for one am all for it. In the news and soclal media people are constantly complaining about increased drug use and county lines in Liphook as well as anti social behaviour, including flytipping, dog fouling etc etc so perhaps this is a good way of spotting and deterring the perpetrators.

The camera could also be there to monitor traffic and speeding another thing people complain about. Who knows? The installation of cameras does not bother me at all as it is a good way of recording criminal and anti-social behaviour and if people are law abiding they have nothing to worry about.

Penny if the cameras have been installed by private companies then they are not going to release footage for potentially criminal cases. No statutory body seems to be taking responsibility for these cameras.

Joe where have I mentioned the words "private company" in connection with the installation of this camera? At the moment the Parish Council is waiting for a response from the police so let us just wait and see and not make any assumptions.

Can the cameras be used to monitor the drug dealing in the adjacent lay-by and also the Rec car park? It’s a shame how unsocial behaviour has increased so much since the police left the millennium centre.
Every night there’s the local idiot who speeds through the centre with the loud engine and also the clown every morning on the motor bike. What can we do catch and fine these idiots.

From the photo in the Alton Herald, the Speedwatch camera's being held by the Council members looks remarkably like the one near Radford Park. Coincidence?

Penny I KNOW you did not mention private companies in your post? I merely pointed out that IF the cameras have not been installed by official bodies ( such as the Police) common sense dictates it is therefore a private company? and then any footage could not be used in taking action against individuals. There was no need to point this out - I did read your post.

Thanks for your info Penny, shame that BLPC can't just inform the Parishioners that they represent on a community forum such as this the full situation.
You mention "camera" all the time but the concern of many is that it's not just 1 camera but multiple cameras sited on all the arterial roads going into/out of the village.
I'm not particularly concerned about being logged in my vehicle going into and out of the village but I do object to not knowing who is logging my movements (if that is what these cameras are for, I don't believe they are speed cameras but admit I don't actually know what they are for).
There should be some form of permission obtained somewhere for all of them to be fixed to the lamp posts (do SSE know they have been fixed to them?) and I'd like to see some sort of signage adjacent to them informing who is the owner and what they are for.

They will say these cameras are for public protection such as speeding, crime etc but the reality is they will be used for revenue pure and simple.

So - BLPC who received identical Speedwatch cameras to the ones that have appeared state they did not put the current cameras up. We are waiting on BLPC to update as to what they have actually done with the cameras they received.

I have contacted Hampshire Council.

I have contacted Highways England.

I have contacted Hampshire Police.

I have contacted BBC Hampshire & Isle of Wight.

The cameras may be innocent, but we are entitled to know their purpose, what data or information is being gathered, and who is using them.

There has been a lot of speculation about these cameras and it has taken us a while to find out what they are.

We now know that they have been installed by the police and they are some sort of surveillance (ATC) cameras. I'm afraid we have not been told more than that.

With regards the Speedwatch cameras, we have deployed one on the Portsmouth Road and 5 more will follow over the coming weeks. They will be accompanied by signs and we will also be fitting yellow covers to them. The reason why their deployment has been delayed is that there is a complicated licence system to follow via Hampshire County Council and we also had to seek permission from SSE to install them on their lamp columns.

You say ATC Camera, I take it that they are ANPR Cameras?
In my opinion that's great news. ANPR cameras are only a problem to those with no Tax, MOT, Insurance or who are involved in criminal activities where the vehicle has been flagged.
It would be nice to actually see more Police around but these cameras are the next best thing.

6 x Auto Speed Watch cameras at a trade price (not fitted) of £589 each = £3,584.00. Remember - not fitted or commissioned at those special 'local government' prices.

Literally 24x7 surveillance on the movements of one group - motorists. We're such an easy revenue target, aren't we?! One or two motorists above the speed limit - are we saying that's the biggest problem we face?

Meanwhile - drug dealing at Bohunt, drug dealing and consumption in our pubs and hotels, anti-social behaviour, break-ins, stolen cars, day drinking, violence and crack heads dealing in broad daylight.

Talk about getting your priorities completely wrong!

Additionally - there is no clarity by BLPC as to who gets to review data recorded by the Speed Watch cameras which raises issues about privacy and the collection and storage of personal data.

Can I suggest people use the following template to write to BLPC to express concerns and confirm that you are not consenting to your personal data being used in this manner. I stress - this is about how your personal data is being gathered, how you are being monitored, and whether you have been properly consulted. This isn't about trying to condone speeding or bad driving.


Dear [Council Member's Name/Council Office],

I hope this message finds you well. I am writing to you as a resident of Liphook and Bramshott regarding the recent installation of Auto Speed Watch cameras in our community.

While I understand the intention behind using such technology to ensure traffic safety, I must express my strong concerns about the implications of being continuously monitored. I believe that this raises significant privacy issues and I am particularly uncomfortable with the idea of my personal data being collected and potentially reviewed by unknown entities.

I would like to clarify that I have not, nor do I, consent to my personal data being used in this manner. The lack of public consultation and explicit consent from the community regarding this surveillance technology is troubling.

I respectfully request that the council provides:

1. Detailed information on how our data is being collected, stored, used, and protected.
