Liphook's green boundaries
- liz (20th Oct 2016 - 16:08:31)

As far as I can remember (and I can't get it to download to check), in the Parish Plan people were very keen to keep the separation between Liphook and the surrounding hamlets. Well it seems the 'infillers' are on the prowl.

Firstly the recent proposal to build homes where the old horse is now at Radford Bridge - in or close to the River Wey conservation area and certainly too close to the river and historic water meadows. Secondly, I see land at the end of Church Road is for sale with an enticing picture of the mansion that could be built on it, subject to planning of course.

Does the Parish Plan carry any weight with the planners?

No the Parish Plan does not carry any weight but the Neighbourhood Plan does and the PP will be incorporated into it. They are asking for volunteers to help with it, especially younger people so if interested contact the local council.

For anyone still confused on who exactly decides how many new houses we get and where, I refer you to Trevor Maroney's explanation on a previous thread.

"...The PP( Local Parish Plan) is restricted in its remit: it may not consider housing issues such as the amount of housing required or their location other than how the growth in housing may affect the community’s infrastructure, facilities and long term sustainability. Similarly, a Neighbourhood Plan can only address the location of housing, infrastructure and facilities but not the total number of houses; that decision rests with EHDC and SDNP, they must follow government policy..." (reproduced with my brackets)

You can see here the top down decision process, the government decides the numbers so there's nothing local about that, the council implements it, we are 'consulted' on where they might best go, that part makes sense, but it feels a bit like Hobson's choice. Like being told you're going to be mugged anyway, but you can say where and please tell us how it might affect you. Why? if you're going to do it anyway, you're just seeking our complicity!

I mean I'm not clueless, I understand the process allows for us to say "It's going to affect us too much, we need less houses, in these locations and more infrastructure investment etc" but I don't think many of us have that much faith we'll get any of it.

What is the difference between a Parish plan and a Neighbourhood plan?
