Town and Country Planning (Development Management Procedure England) Order 2010
Applicant: Green Village Investments Ltd
Proposal: Up to 140 residential units, including 40% affordable housing, custom-build plots, and live-work units; farm shop and cafe; nature reserve area; Suitable Alternative Natural Green Space (SANGS) area; sustainable drainage infrastructure; and associated access works. (Amended plans received)
Location: Bohunt Park Bohunt Manor Portsmouth Road Liphook Hampshire GU30 7DL

I am writing to advise that the planning application for the above site will be considered at a formal meeting of the South Downs National Park Planning Committee, which will be held at 10:00am on 9 July 2015 at Memorial Hall, South Downs Centre Midhurst GU29 9DH.

Please note that there is no public parking outside the Hall for attendees of these meetings. All vehicles should be parked at the North Street, pay & display car park across the road from the South Downs Centre. Blue badge holders, please contact reception@southdowns.gov.uk or call 0300 303 1053 to arrange parking outside the venue.

If you wish to register to speak on an application attached to a meeting agenda; you will need to email member.services@southdowns.gov.uk providing the following information between the date of publication and no later than 12 noon, 3 working days before the meeting. (if the meeting is on a Thursday the deadline would be 12 noon on the Monday)

We would like to advise you that the South Downs National Park Planning Officer is recommending to the SDNP Planning Committee that the proposal to develop the Bohunt Manor Estate be refused.

Their 'executive summary' is shown below.

The developers have engaged in a ‘last minute’ attempt to counter this recommendation by encouraging those who had previously supported the application, via pro forma tick charts, to forward their more detailed comments based on a circular sent to them by the developers.

A large proportion of those submitting their agreement to this proposed development are not residents of our Parish.

This circular, in our opinion, contains comments that are open to debate and are not in accordance with our own detailed analysis, which also complements the Planning Officer’s recommendation.

If you could send in your own comments objecting to the application that would be appreciated.

At the planning committee meeting next Thursday we will be addressing the committee requesting that they accept the Planning Officer’s recommendations to refuse the application.

Executive Summary

This is an outline planning application, with scale and external appearance reserved for future consideration, for 140 dwellings and a farm shop and café on a site on the edge of Liphook close to the village centre and railway station. It includes a masterplan, covering other uses previously approved but not implemented such as a doctors’ surgery, football pitch and pavilion, as well as the existing allotments and nature reserve which forms most of the proposed SANG. Recent revisions to the layout have been received. They have been considered by the Design Review Panel, but have not been subject to consultation due to time constraints and because they do not impact on the principle of development.

Contrary to paragraph 116 of the NPPF, there is no need for this development to meet the National Park’s housing needs and there are suitable and available sites to meet the requirements for Liphook elsewhere in the village outside the designated area, including on a site in EHDC’s proposed submission site allocations Local Plan, while it would also have adverse environmental impacts. The proposed development conflicts with CP2 and CP10 of the East Hampshire Joint Core Strategy (EHJCS) in relation to the strategy for release of land and with CP19 in relation to development in the countryside, as well as with CP10, CP11, CP13, and CP19 as not meeting the needs of local communities within the National Park. It would be contrary to the SDNPA’s statutory duty to undo or ignore the designation of this site and to approve development. It would also be contrary to paragraph 115 of the NPPF and EHJCS policy 21 in relation to aspects of the landscape impact, the management arrangements for the SANG and other open space. In the absence of a signed legal agreement there is no means of securing the proposed level of affordable housing or the necessary infrastructure.

Purely in the interest of fairness, and not to have this thread as an anti Bohunt Park only zone, anyone who feels they wish to support the application can, obviously, do so via the SDNP website also.
Remember, everyone is entitled to their own opinion and is able to voice it in our democratic society.

The application will be decided on the guiding principles of the National Park, which have protection for future generations of people to enjoy some respite from the complete urban environment, towards which we in the South East otherwise hurtle.

Hmmmm...quasi-democratic when it comes to planning I feel. If a development is refused, the developer can reapply and contest the decision multiple times with deep pockets to finance the process, until any opposition is exhausted or skint. If a development is approved, the opposition has no opportunity to challenge the decision. So developers have no need of democracy and pay it scant regard. That does not mean that local residents in favour shouldn't be able to voice their support!

I do not understand who you mean is being quasi-democratic? All planning authorities have to abide by their policies and decide on that. The Bramshott Place additions have got permission after it went to appeal. All descisions have to be accounted for. The planning system was puf in place because people were just either building monstrosities themselves or building without any regard for building standards, location, etc. Opinion is always going to be divided as to where the right place is for development. A free for all system leads to corruption.

I think what Phil means by 'quasi-democratic' is that if a development is refused permission then the developer can appeal against that decision, but if a development is approved there is no mechanism for opponents to the development to appeal against the decision

I think Phil meant that if the local people don't want it and the planning officer rejects it and the council throw it out, a rich, well connected developer can still appeal to the Secretary of State and as long as you buy him a good dinner with expensive ladies at Annabels and agree to show your undying support for the government by making a little party donation, then your appeal is usually just a formality.

At least that was my reading and I believe he's spot on, hence the reference to quasi democracy and its why more and more people have lost trust in our political system.
